The Teamsters represent 170 city hourly workers and 145 utility employees. The other three city unions are police, firefighters and transit workers.
The Teamsters in May also sought to organize workers in the county clerk's office, which has 52 employees. On May 12, the County Commissioners put that request on hold because Republican County Clerk Marsha Abell wasn't present. The request hasn't been brought up again. Whobrey said the union organized clerical workers in the Sheriff's Department a few years ago. City Council President Curt John, D-at large, said Thursday he "found it odd (the unionization resolution for city workers) comes in the 12th hour" as the council wrapped up four days of hearings on the 2004 budget on Thursday.
Democratic council members said the Republican city administration hadn't told them the workers wanted to join the union. John said he will ask that Republican Mayor Russ Lloyd Jr. appear before the council when the council hears the resolution. Councilman Steve Bagbey, D- 2nd Ward and a retired police officer, said he would vote for the resolution. Bagbey said he learned of the Teamsters' request from Whobrey.
The resolution also comes as the city election approaches in November. The union has pumped donations into Lloyd's re-election campaign. Whobrey said Thursday the timing of the resolution had nothing to do with politics or the election. The police civilian workers had signed cards supporting the union at the start of the year, Whobrey said. The Teamsters originally proposed that 17 police civilians be represented by the union, but city officials questioned if some of those jobs were eligible, Whobrey said.
After lengthy negotiations, four workers were dropped from the request, including the police chief's secretary and a secretary handling police officers personnel records, Whobrey said. The union agreement for the 13 workers was signed with the city 10 days ago, he said. The resolution timing wasn't a deliberate attempt to encourage other city workers to join, Whobrey added. "He said thanks, and that he'd take care of me," Williams recalled. When Williams was in need in 1991 and tried to collect the estimated $8,000 Pate owed him, Pate kept telling him, "just another month. Just another month." Too many months went by and Williams and his wife had to file for bankruptcy. "If he'd paid me back the money, I could have paid off the car and kept our house," Williams said. A criminal complaint has been filed with Vincennes, police against Pate for theft of $10,600 from a couple there.
As WEHT reported Wednesday, Connie and Carl Breidenbaugh paid Pate $10,600 last month for a baby grand piano that was never delivered. Gus Pate Music at 1466 N. Green River Road and an adjoining business, Chuck's Guitars, vanished earlier this month. All merchandise has been cleared out of the stores. Meanwhile, Evansville police detectives and the Vanderburgh County prosecutor's office have conferred on Pate on the possibility of criminal charges here.
"A few people have come by to tell their stories (involving Pate)," bunco-fraud detective Craig Jordan said Thursday. "But we haven't taken any reports yet. We've been talking with the prosecutor's office on how to proceed." Bill collectors frequently have taken Pate to court over the years. His salary at Schuttler Music, where he still was working in 1989, was garnisheed to pay a $500 debt to Evansville lawyer John Brinson. At the time, an official at Schuttler reported to the court that Pate was earning about $50,000 a year there.
In another case filed this month that named Pate and Gus Guitar Sales, a sheriff's deputy attempted to serve a garnishment order issued by Superior Court Judge J. Douglas Knight to pay Household Finance which sued Pate for default on a $8,137 loan. But the business was gone. In May, Davis Rentals was awarded a default judgment of $3,374 plus interest and attorney fees for furniture and appliances Pate rented at his last known address in Dixon, Ky. According to court records, Pate has paid nothing.
